THE ACTIVITY OF NATO – UKRAINE PARTNERSHIP NETWORK

Meeting on working out the Ñode of Professional Conduct
23 of September 2009

On the 23rd of September 2009 a meeting on establishment of new Task Forces concerning working out of the code of professional conduct took place on the base of National Institute for International Security Issues. The first part of a meeting was dedicated to the report on the code of professional conduct realization at Defencive institutions of Ukraine. Manager of law enforcement agencies’ department by NSDC of Ukraine, Doctor of Law, Professor, corresponding member of Academy of law science, Honoured Lawyer, Major General by militia Mr. Oleksandr Jarmysh gave the vision from Ukrainian side. In particular, he noted that corruption serves as a background to nourish organized criminality. Special Defence Advisor by Defence Ministry of Ukraine Mr. Stephen Glover from UK pointed out that efforts consolidation within all parties interested is very essential to break the current corruption. He also made reference to the activity of NATO that conducts its policy directed at declining of Corruption within the framework of its functioning.


Mr. Alan Voldron, Transparency International spokesman from UK, proposed the sight from Great Britain. Mr. Serhiy Dzherdzh, the Head of NATO – Ukraine Civic League, paid a great attention towards consolidation of all NGO’s forces, state authorities and partners from other countries for the better improvement of corrupt practices counteraction in Ukraine.

During the second session opportunities for the establishment of a new Task Force which will unite Ukrainian NGO’s amd NATO member - states within the NATO – Ukraine Partnership Network, aiming to create strong opportunities for the democratic and civil control over security sector in Ukraine, were talked over. It was mentioned that NATO – Ukraine Civic League is a leading non-governmental organization that is going to patronize this given Task Force.

NATO – Ukraine Partnership Network for Civil Society Expertise Development
Review Workshop, 18 of September 2009

On 18th of September 2009 a Review Workshop concerning the activity of the NATO – Ukraine Partnership Network for Civic Society Expertise Development took place. Within the framework of the Workshop were realised four sessions, in particular: on reports of Task Force Leaders and presentations of new project ideas; presentation of ideas for establishment of new Task Forces; possible ways of contributing to the development of the initiative; preparations for the steering connittee for the Parnership Network on 30 September 2009, NATO HQ, Brussels and the 2009 Partnership Network planning congerence, October, Krakow, Poland.

Representatives of Allied and European Embassies in Kyiv, representatives of Ukrainian Civil Society, the NATO – Ukraine Civic League in particular, both with representatives of Ukrainian State Authorities  took part in conducting this measure. Representatives of Razumkov Center, Institute for Euro-Atlantic Cooperation, NOMOS Center, Center for Army, Conversion, and Disarmament Studies, NGO “Democratic Action”, NATO Liaison Office in Ukraine, NATO Information and Documentation Centre jointly with Geneva Centre for the Democratic Control of Armed Forces were also engaged in leading through this measure.

The session was opened by Mr. Marcin Koziel, Head of the NATO Liaison Office in Ukraine and Mr. Serhiy Dzherdzh, Head of NATO – Ukraine Civic League.

NGO’s participants gave their reports upon the activity for the current period. Members of the workshop with a great attention listened about the Achievements and Future Projects within Task Force on National Security and Defence Policy, on Monitoring of Euro-Atlantic Reforms and Defence Industry Cooperation by Mr. Oleksiy Melnyk, Leading Expert, Razumkov Center, Mr. Mykhailo Honchar, Director of Energy Programmes, NOMOS Center, Ms. Natalia Sad, Project Manager, Insitute for Euro-Atlantic Cooperation.

Other questions that were touched upon during the Workshop concerned the establishment of new Task Forces within the NATO – Ukraine Partnership Network, the preparation towards the 2009 Partnership Network Planning Conference that is to take place in the end of October in Krakow, Poland. While leading through the measure the participants took stock of the Partnership Network achievements, made presentation of new ideas and projects that are to be fulfiled by the NATO – Ukraine Partnership Network’s Task Forces within 2009 – 2010.

The 6th international competition «Aliante 2009 – Ukraine»
26 – 29 of August 2009

26 – 29 of August, the finale of international competition «Aliante 2009 – Ukraine» took place on the base of International center for peacemaking and security located on Yavorivskyi common arm ground. Youth center of Atlantic Council of Ukraine with the assistance of: NATO center of information and documentation in Ukraine, Ukraine – NATO Civic League, State Committee for television and broadcasting of Ukraine, Ministry of Defense in Ukraine, National Center on questions of Euro Atlantic integration of Ukraine, Ministry of Foreign Affairs, Ministry of Science and Education jointly with Check, Slovak, Germany, Poland, Great Britain embassies in Ukraine came out as organizers of this event. About 20 teams of adults from all over Ukraine took part in leading through those competitions who won in the first round of the competition. All applicants were able of competing forces in the military and sports exercises as well as in creative activities, debates on a subject of NATO – Ukraine bilateral relations. 10 teams who won the competitions will attend soldiery bases of NATO member – states with a cognitive purpose this year, Check and Slovak Republic in particular. Consul – general of Check Republic in Lviv – David Pavlita, Deputy Director of NATO center of information and documentation in Ukraine – Natalia Nemylivska and Kateryna Terek – Ukrainian Ministry of Foreign Affairs were among the guests at this event and have made public speeches.
