Seminar:
Lessons learned from the development, introduction and reporting
on the results of ANP accomplishment
22-23 of March 2010
On 22-23 of March 2010 a seminar headlined: “Lessons learned from the development, introduction and reporting on the results of ANP accomplishment” took place in the premises of NATO Liaison Office in Ukraine. During the meeting it was planned to make analyses of lessons learned based on the experience of 2009 – 2010 ANP preparation for further state process optimization, implementation and reporting on the results of ANP accomplishment.
While leading through the seminar participants worked out a clear governmental instruction for the use of ministries/ institutions engaged to the elaboration process and ANP implementation.
Results of a seminar were used by civic society delegates in the process of analytical document preparation within the framework of NATO – Ukraine partnership network. Experience of the following delegates was used while carrying out the seminar, those are:

delegates of NATO partners and member – states that have their own experience in working out and ANP implementation;

delegates of Coordination Bureau on European and Euroatlantic integration by the Cabinet of Ministers of Ukraine and executive agencies responsible for 5 chapters in ANP;
-
delegates from non – governmental organizations.

Since the moment of NATO – Ukraine partnership network foundation its major objective is and remains assistance to Ukrainian non-governmental sector in more effective contribution to the national security policy development and improvement. It is possible to attain this end only in case of an active work, namely leading through informational and elucidative work regarding our state’s Euroatlantic integration with the participation of various age and social groups of civil society in all regions of Ukraine as the pledge of Ukraine’s national security strengthening and preservation of it’s national sovereignty.
I cannot resist a pleasure to note a recent growth within the NATO – Ukraine partnership network’s activity. The amount of measures realized by Ukrainian NGO’s with the use of Membership’s potential has increased considerably for the last six moths. It is worth mentioning the improvement of projects’ quality as well.
The amount of Ukrainian NGOs that would gladly take responsibilities as organizers or co-organizers of some events has increased, and, what is also quite essential, one can definitely observe strengthening and consolidation of interaction among civic organizations from different regions of Ukraine. NATO – Ukraine partnership network assist in realizing concrete projects on a trenchant problem as well as giving wide abilities for discussions and implementing new ideas.
Within the framework of NATO – Ukraine partnership network we succeeded in adjusting an effective cooperation and incessant dialogue between Ukrainian NGO’s and state institutions, ministries and departments. I would like to denote that non-governmental organizations were involved to the analyses and discussion of ANP – 2010 draft preparation regarding Ukraine’s gaining membership in the North Atlantic Organization by Coordinative bureau for European and Euroatlantic integration, the Cabinet of Ministers of Ukraine. NATO Liaison office in Ukraine contributed greatly to realizing of those discussions. Employees from all major ministries, drawn to the ANP draft preparation and embodiment, represented state institutions of Ukraine. It is pleasant to notice that prevailing majority of amendments and remarks by civic experts were taken into consideration among which the proposal on adoption and realization of Marine doctrine in Ukraine. NGOs’ delegates were also invited to take share in Governmental Committee on European integration and international collaboration meeting to discuss the matter of Ukraine’s President Decree on ANP – 2010 project approval where the final draft was finally presented to the President Secretariat.
Our objectives can be attained owing to efforts consolidation and its intensification in three major courses. Firstly, it’s constant and effective cooperation among Ukrainian NGOs; secondly, supporting dialogue between state authorities and non-governmental institutions; and, finally, Ukrainian NGOs and NATO member-states NGOs improvement of bilingual relations.
Project headlined: “Strategic assessment of leading Ukrainian and foreign experts within the framework of NATO – Ukraine Partnership Network” within the I Task Force is a concrete example of such interaction.
Ukrainian Razumkov Center and International center of security researches form Estonia were the key executers in this initiative. British experts of Center for European reforms and Royal institute for foreign affairs took also an active part in holding the project.
However there are not so many joint achievements of Ukrainian and foreign NGOs for today unfortunately, I would like to lay the stress on the necessity of encouraging NGOs from NATO member – states to cooperate with Ukrainian ones within the framework of NATO – Ukraine partnership network.
It would lead to the improvement of joint project realization in Task Forces which acts in the following directions within the partnership network:
Task Force I: National Security Policy and Reform aims to improve national security policy, introduction democratic civil principals of state management, strengthen the capacity, cohesion, and impact of Ukraine’s security community.
Task Force II: Monitoring Euro-Atlantic Reforms aims to mobilize non-governmental experts in a monitoring consortium for Ukraine’s Euro-Atlantic reforms plans and implementation of the 2010 ANP based on the experiences from implementing the previous ATPs/ANP.
Task Force III: Defence Industry Cooperation and Reform seeks to help Ukraine’s defence industry modernize and adapt to Euro-Atlantic integration.
Task Force IV: Building Integrity aims to involve Ukraine’s civil society in building integrity, pursuing anti-corruption measures, enhancing transparency and fostering accountability across Ukraine’s security and Defence sector.
Task Force V: Security Sector Reform and Human Security Issues seeks to facilitate civil society’s engagement in human security oversight.
Task Force VI: Economic Security aims to identify economic threat scenarios, assist in developing and implementing economic security policy, and monitor Defence expenditures in Ukraine.
Former multidimensional and non-coordinative activity of Ukrainian NGOs that patronizes security issues and Ukraine – NATO cooperation, gains more coordinating, goal-seeking and effective activity of non – governmental sector. NATO – Ukraine Partnership Network assisted other organizations sharing similar goals to carry out concrete joint instructions and this very fact, in our opinion, is the most important achievement of a Partnership Network on the way towards our state’s Euroatlantic integration.
